Minutes from Chatham Town Council Meeting
April 13, 2021
The Chatham Town Council met in regular session with the following members present: Toni Malone, Marvin Davis, Laverne Mixon, Sue Proffer and Mike Wilson. The Mayor was also present.
Visitors: John Mize, Dwight & Judy Cooper, Huglan Cowan, Brenda Williams, Katy Mixon
Meeting was called to order and invocation was given.
Toni Malone offered the motion, seconded by Laverne Mixon and approved unanimously to accept as read the minutes of the regular meeting held on March 9th, 2021 and the special called meeting held on March 11, 2021.
Toni Malone offered the motion, seconded by Mike Wilson and approved by all to pay monthly bills.
Marvin Davis offered the motion, seconded by Mike Wilson and approved unanimously to rescind Resolution 2021-04 due to not having all the information needed pertaining to the Flood Act.
Marvin Davis offered the motion, seconded by Mike Wilson and approved unanimously to adopt Resolution 2021-08 agreeing to participate in the National Flood Insurance Program.
Toni Malone offered the motion, seconded by Marvin Davis and approved to introduce Ordinance 2021-09 amending Ordinance 12-145 of the Flood Damage Prevention Ordinance. Public hearing will be held at Town Hall on Tuesday, May 11th, 2021 at 5:30pm
Policies and procedure were given to Mayor and council to review and any changes will be discussed at the the next regular meeting.
Motion was made by Toni Malone seconded by Laverne Mixon to go into executive session to discuss personnel.
Motion was offered by Toni Malone seconded by Laverne Mixon to come back out of executive session.
Motion was offered by Toni Malone, seconded by Marvin Davis, and approved by all to add Ordinance 2021-03 to the agenda.
Toni Malone offered the motion, seconded by Marvin Davis and approved by all to introduce Ordinance 2021-03 an Ordinance pertaining to the clerk’s salary. Public hearing will be held at the town hall on Tuesday, May 11, 2021 at 5:30pm.
The financial statements were reviewed. A motion was offered by Toni Malone, seconded by Laverne Mixon and approved to accept financial statements as presented.
Motion to adjourn was offered by Marvin Davis, seconded by Laverne Mixon and approved by all.

Minutes for Meeting Held April 20, 2021
PLACE OF MEETING: The Sunshine Room 160 Industrial Dr., Jonesboro, LA 71251
Roll Call: D. Slezak, D. Barlow, C. Weeks, K. Spangler, J. Smith with C. Bowden being absent.
Invocation and Pledge: D. Barlow gave the invocation with D. Slezak leading the pledge
Public Comments / Recognition of Guests:
a. Caney Lake Community Foundation – postponed till the May meeting.
b. Tammy Gunter – she would like to know more about the Tourism Board and offered to help where
needed.
Approval of Minutes of the March 2021 meeting: Motion made by J. Smith and second by D. Barlow to approve the minutes as presented. All in favor.
Approval of the March 2021 Financials and Pay Bills: Motion made by D. Barlow and second by J. Smith to approve the financials as presented. All in favor.
a. Invoice presented from Crowder Concepts for printing promotional items, this expense has been
approved in the March 2021 minutes.
Review Old Business:
a. 2021 Art Contest –moved deadline to Friday, May 14, 2021 to allow extra time for completion of work.
Entry forms have been delivered to both Jackson Parish Libraries and sent to all area schools.
b. Rack card ideas – The board has asked for photos from the general public.
c. Promotional items – items have been ordered and should arrive the early May.
d. Discussed the idea of printing/selling t-shirts with the new logo and promoting yearly events.

Other Business:
a. Tourist/Community Engagement – discussed ideas of promoting and spreading the news about
Jackson Parish.
