Jackson Parish Recreation District Board Meeting Minutes
May 17, 2021

The Jackson Parish Recreation District met in regular session on Monday, May 17, 2021 at 6:00pm in the Dr. Charles H. Garrett Community Center, 182 Industrial Drive, Jonesboro, Louisiana. Members Present: Mr. Ricky Cash, Mr. Jeff Hairston, Mr. Sullivan Stevens and Mr. Chris Womack. Absent: Mr. Brent Barnett, Mr. Brandon Lamkin and Mr. Rodney Potts.

The Vice President, Mr. Cash, called the meeting to order. The invocation was given by Mr. Cash and Mr. Hairston led the recitation of the Pledge of Allegiance.

Mr. Cash opened the floor for public comments. There were no public comments.

Motion Mr. Womack seconded Hairston to approve minutes and financials (April). All in favor. Motion carried.

Mr. Smith gave board update on some of the ongoing programs at the sports complex including baseball/softball and archery. He also gave board update on the golf course including membership, banquet rentals, cart stalls, the need for marshals, kayak rentals, land purchase and the Pledge 10 grant. The land will be purchased from Weyerhaeuser Company in the amount $2218 per acre for 80 acres. Jonesboro State Bank Pledge 10 grant awarded $5500 to be used for a gazebo at the golf course.

Next board meeting is scheduled for Monday, June 21, 2021 at 6:00p.m. at the Jackson Parish Recreation District Meeting Room.

Motion Mr. Womack seconded Mr. Hairston to adjourn meeting. All in favor. Motion carried.

Jackson Parish School Board Meeting Minutes
June 7, 2021

The Jackson Parish School Board met in regular session at 11:00 a.m. on June 7, 2021 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La.  

The following were present for roll call: Dennis Clary, Gloria Davis, Wade McBride, Gerry Mims, Rickey McBride, Calvin Waggoner and Mary Saulters. Absent:  None

Dennis Clary gave the Invocation.  Calvin Waggoner led in the Pledge of Allegiance. The meeting was called to order by President Dennis Clary.

Motion was made by Wade McBride, seconded by Gerry Mims and carried to approve the minutes as presented from the meeting held on May 3, 2021.

The following students were recognized: 

Emma Carter – Quitman High School – State Winner –  Class B -1st Place in Girl’s High Jump

Datre’Vien Bowie – Jonesboro Hodge High School –  Class 2A – 1st Place in Boy’s High Jump

A motion was made by Mary Saulters seconded by Calvin Waggoner and carried to approve the Pupil Progression Plan for the 2021-2022 school year.

A motion was made by Wade McBride seconded by Gloria Davis and carried to name The Jackson Parish Times as the official journal for Jackson Parish School Board for the 2021-2022 school year.

Gloria Davis reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.

A motion was made by Calvin Waggoner, seconded by Rickey McBride and carried to approve for payment the following bills:  General Fund, Federal Program, Food Service, Sales Tax, Special Education, District Maintenance bills.

A motion was made by Mary Saulters, seconded by Wade McBride and carried to approve Professional Development by La. University Health Science Center (LASARD) for Special Education teachers at a cost of $6,000.00, to be paid from Redesign IDEA 611 funds.

A motion was made by Rickey McBride, seconded by Mary Saulters and carried to approve payment to Open Up Resources in the amount of $12,480.00 for Illustrative Math Student Workbooks (grades 6-8) at Jonesboro Hodge Middle School – $3,900.00, Quitman High School – $4,420.00 and Weston High School – $4,160.00, to be paid from Title One School based funds.

A motion was made by Wade McBride, seconded by Gerry Mims and carried to approve payment to Zearn Mathematics in the amount of $7.500.00 for (K-5) Digital Access for students and teachers at Jonesboro Hodge Elementary School, Quitman High School and Weston High School ($2,500.00 for each school), to be paid from Title One School Based funds.

A motion was made by Mary Saulters, seconded by Calvin Waggoner and carried to approve paying $2,000.00 to five (5) Louisiana Tech year-long students for a total of $10,000.00, to be paid from Title II funds.

A motion was made by Rickey McBride, seconded by Gerry Mims and carried to approve payment to APEL in the amount of $26,500.00 for Comprehensive Needs Assessment for Jonesboro Hodge Elementary School – $4,500.00, Jonesboro Hodge High School – $4,500.00, Jonesboro Hodge Middle School – $4,000.00, Quitman High School – $7,000.00 and Weston High School – $6,500.00, to be paid from Title One School Based funds.

A motion was made by Gerry Mims, seconded by Mary Saulters and carried to approve budget of $12,484.00 for STEM Camp, July 12-15, 2021 at Jonesboro Hodge Middle School and Jonesboro Hodge High School, to be paid from ESSER III, pending LDOE approval. (The camp is for all schools)

Presentation of Monthly Financial Report by Kristi Bass, Business Manager.

Mary Saulters presented to the Board on the meeting of the Building and Grounds Committee held prior to the Board meeting.

A motion was made by Rickey McBride, seconded by Wade McBride and carried to accept low quote of $132,465.00 from The Mabry Co., LLC of Ruston for the Quitman parking lot, to be paid from Quitman District funds.

A motion was made by Calvin Waggoner, seconded by Gloria Davis and carried to accept low quote of $52,732.36 from Dodson Enterprises. Inc. for labor and material for a metal roof at Quitman High School cafeteria, to be paid from ESSER II.

A motion was made by Wade McBride, seconded by Rickey McBride and carried to accept low quote of $17,500.00 from Southern Roofing & Vinyl Siding, LLC for labor and material for a metal roof at Weston High School cafeteria, to be paid from ESSER II.

Gerry Mims presented to the Board on the meeting of the Transportation Committee held prior to the Board meeting.

A motion was made by Mary Saulters, seconded by Gerry Mims and carried to approve out of state travel for Quitman High School Softball Team to attend summer softball camp at Mississippi State University, July 12 – 14, 2021.  All expenses will be paid from Quitman Softball funds.

A motion was made by Rickey McBride, seconded by Gloria Davis and carried to approve out of state travel for Weston High School students to Pennekamp State Park, Florida, March 20-24, 2022 (Spring Break).  Expenses will be paid by students.

A motion was made by Gerry Mims, seconded by Calvin Waggoner and carried to approve payment to Ross Bus & Sales in the amount of $110, 591.06 for a 65 Passenger, Gasoline Blue Bird Vision bus, to be paid from ESSERS II.

A motion was made by Gerry Mims, seconded by Mary Saulters and carried to adjourn at 11:30 a.m..
