Chatham Rural Health Clinic – Currently seeking a Licensed Practical Nurse (LPN) and a Medical Assistant. Description of positions available:

Clinic LPN – Planning and managing patient care according to each patient’s needs. Interviewing patients and recording their medical history. Obtaining patient vital signs and escorting patients to their rooms. Administering injections of medications.

Medical Assistant – Assists physicians, nurses, and other medical staff by performing administrative and clinical duties under the direction of a physician. Clinical duties may include, such preparing treatment room for patient exams, recording patient medical history, and cleaning and sterilizing medical equipment.

Jackson Parish Journal – Seeking an advertising salesperson. Income derived from commission earned on sales. Applicant should have own transportation and be able to work with little supervision. Jackson Parish Library Board Meeting Minutes
January 18, 2022

The Jackson Parish Library Board of Control met on Tuesday, January 18, 2022, at 4:30 p.m. at the
Jonesboro Branch of the Jackson Parish Library for the regular monthly board meeting. The meeting was
called to order by Mrs. Massey, Board President. Members present: Mrs. Essmeier, Mrs. Standley, Mrs.
Jenkins, Mrs. Massey and Mr. Chatham. Also present was Judy Robertson, Teresa Carroll, and Angela
Walsworth. Members absent: Mrs. Cooper, Mrs. Nunn, and Mrs. Crawley.
Mrs. Jenkins led the invocation.
There being no public comments, the Board proceeded with the proposed Agenda.
Mrs. Standley made the motion to approve the minutes for the December 14, 2021 regular board meeting.
Mr. Chatham seconded. All yes. Motion carried.
Mr. Chatham made the motion to accept the December financial reports. Mrs. Standley seconded. All
yes. Motion carried.
Mr. Chatham made the motion to accept the December and 2021 statistical reports. Mrs. Standley
seconded. All yes. Motion carried.
Mrs. Massey opened the floor for nominations of officers of the 2022 Jackson Parish Library Board of
Control. Mr. Chatham made the motion to nominate Carol Massey as President. No other nominations
were made. Ms. Standley seconded. All yes. Motion carried. Mrs. Essmeier made the motion to nominate
Ann Standley to be Vice President. No other nominations were made. Mr. Chatham seconded. All yes.
Motion carried. Mrs. Standley made the motion to nominate Paula Essmeier as Treasurer. No other
nominations were made. Mr. Chatham seconded. All yes. Motion carried.
Mrs. Massey made the motion to adopt a resolution for the elected officer’s signatures to be added to the
signature cards for the special fund account at Sabine State Bank. Mr. Chatham seconded. All yes. Motion
carried.
Mr. Chatham made the motion to authorize the director and two staff members to attend the following
upcoming conferences:
Public Library Association Conference in Portland, Oregon on March 22-25, 2022
Louisiana Library Association Conference in Alexandria, LA on March 9-11, 2022
Texas Library Association Conference in Fort Worth, Texas on April 25-28, 2022

Angela Walsworth updated the Board on the new StoryWalk® collaboration at the track in Chatham.
Judy Robertson updated the Board on the current projects.

Jackson Parish Watershed District 
Public Notice

In the regular scheduled meeting at 5:00pm, February 17, 2022, located at 160 Industrial
Drive, Jonesboro, LA 71251 the Jackson Parish Watershed District will propose amending
existing rules SEC 3-2 (a) Building Near or on Water Restricted Rules and Regulations
previously adopted July 21, 2014.
1) Establish maximum total lengths for residential piers, wharves, boat houses, boat docks,
boat slips extending into or onto the waters of Caney Lake in Jackson Parish.
2) Establish maximum total lengths for commercial piers, wharves, boat houses, boat
docks, boat slips extending into or onto the waters of Caney Lake in Jackson Parish.

In the regular scheduled meeting at 5:00pm, February 17, 2022, located at 160 Industrial
Drive, Jonesboro, LA 71251 the Jackson Parish Watershed District will propose amending
existing rules SEC 3-2 (b) Building Near or on Water Restricted Rules and Regulations.
1. Amend previous rules regarding Permit Applications and permitting approval process.

In the regular scheduled meeting at 5:00pm, February 17, 2022, located at 160 Industrial
Drive, Jonesboro, LA 71251 the Jackson Parish Watershed District will propose amending
existing rules SEC 3-2 (c) Building Near or on Water Restricted Rules and Regulations.
1. Amend total lengths for residential and commercial floating piers.

Jackson Parish School Board Meeting Minutes
February 7, 2022

The Jackson Parish School Board met in regular session at 11:00 a.m. on February 7, 2022 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La.

The following were present for roll call: Gloria Davis, Dennis Clary, Wade McBride, Rickey McBride, Gerry Mims, Mary Saulters and Calvin Waggoner

Absent: None

Calvin Waggoner gave the Invocation.

Mary Saulters led in the Pledge of Allegiance.

The meeting was called to order by President Gloria Davis.

A motion was made by Wade McBride, seconded by Mary Saulters and carried to approve the minutes as presented from the regular scheduled meeting held on January 10, 2022.

Matthew Margaglio from Kolder, Slaven and Company, LLC presented the 2021 audit.

A motion was made by Wade McBride, seconded by Dennis Clary and carried to approve the Resolution for Jackson Parish Schools Board Redistricting Plan No. 4. Gerry Mims voted nay. Public comments were given by Wendy Calahan concerning the Redistricting Plan.

The Board then recognized visitors that had requested to speak to the Board concerning Covid protocols at the schools.

The Board discussed Covid Protocol with no action taken.

Mary Saulters reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.

A motion was made by Dennis Clary, seconded by Calvin Waggoner and carried to approve for payment the following bills: General Fund, Federal Program, Food Service, Sales Tax, Special Education, District Maintenance bills.

A motion was made by Gerry Mims, seconded by Rickey McBride and carried to approve payment of Employer’s share of Office of Group Benefits insurance premiums from General Fund for the March, 2022 Sales Tax Distribution.

A motion was made by Wade McBride, seconded by Rickey McBride and carried to approve Kolden, Slaven & Company, LLC as auditor for years ending June 30, 2022 at a cost of $50,500.00 and June 30, 2023 at a cost of $51,400.00 and June 30, 2024 at a cost of $52,300.00, to be paid from General Fund. The fee estimate for the Statewide AUPs (Agreed upon Procedures) for June 30, 2022, 2023 and 2024 will range from $3,000.00 to $10,000.00 each year.

A motion was made by Dennis Clary, seconded by Wade McBride and carried to approve the purchase of thirteen (13) Zoll AED’s with battery and CPR Pads at a cost of $20,475.00 to be placed as follows: 2 at each school, 1 at Central Office, 1 at Bus Barn and 1 at Student Service Center, to be paid from General Fund and/or ESSERS.

Presentation of Monthly Financial Report by Kristi Bass, Business Manager.

Dennis Clary reported to the Board on the meeting of the Building and Grounds Committee held prior to the Board meeting.

A motion was made by Gerry Mims, seconded by Mary Saulters and carried to accept low quote of $8,732.00 from Albritton Service Co. to replace HVAC Gym Package Unit at Jonesboro Hodge Elementary School, to be paid from ESSERS II fund.

A motion was made by Calvin Waggoner, seconded by Rickey McBride and carried to accept low quote of $8,510.00 from Albritton Service Co. to replace twinned furnaces, coils and condenser for Front Office at Central Office, to be paid from ESSERS II fund.

A motion was made by Gerry Mims, seconded by Dennis Clary and carried to accept low quote of of $45,665.00 from Hot2Cold Heating, Air and Electrical, LLC. to replace 4 air handlers and condensers, 4 unit heaters in Jonesboro Hodge High School girl’s gym, to be paid from ESSERS II fund.

A motion was made by Wade McBride, seconded by Mary Saulters and carried to accept low quote of $49,248.00 from Hot2Cold Heating, Air and Electrical, LLC. to replace 2 package units at the Jonesboro Hodge Middle School Gym and install 1 mini split system for Special Education Supervisor office, to be paid from ESSERS II fund.

A motion was made by Mary Saulters, seconded by Gerry Mims and carried to accept low quote of of $43,671.00 from Hot2Cold Heating, Air and Electrical, LLC for the following work at Quitman High School:
• Replace kitchen air handler and hot water coils, 2 condensers (1990 unit)
• Replace condenser for dining room unit (1998 unit)
• Replace a coil and condenser in Room 23
• Install a mini split in the old gym – weight room
• Install a mini split in the old gym – cheer room
to be paid from ESSERS II fund.

A motion was made by Calvin Waggoner, seconded by Rickey Waggoner and carried to accept low quote of $$35,055.00 from Hot2Cold Heating, Air and Electrical, LLC for the following work at Weston High School:
• Replace 15 ton split system in cafeteria (1986 unit)
• Replace 15 ton split system in gym (2000 unit)
to be paid from ESSERS II fund.

A motion was made by Wade McBride, seconded by Mary Saulters and carried to accept quote of $29,250.00 from Anthony Boston for a three-year contract (2022,2023 & 2024) to furnish materials and labor to screen, tack and apply one (1) coat of MFMA approved oil-based gym finish at Quitman High School Old and New Gym, Jonesboro Hodge High School Boy’s and Girl’s Gym, Weston High School Gym and Jonesboro Hodge Middle School Gym, to be paid from District funds.

A motion was made by Dennis Clary, seconded by Mary Saulters and carried to approve payment to Don M. Barron Contractor, Inc. in the amount of $12,443.20 for a change order at Jonesboro Hodge High School auditorium for additional demo and painting, to be paid from ESSERS II fund.

A motion was made by Wade McBride, seconded by Rickey McBride and carried to accept low quote of $21,000.00 from Insight to replace stage curtains and all surrounding curtains for Jonesboro Hodge High School auditorium, to be paid from ESSERS II and/or District funds.

A motion was made by Dennis Clary, seconded by Wade McBride and carried to accept low quote of $45,500.00 from Dodson Enterprises, Inc. to build handicap ramp with covering at Jonesboro Hodge Middle School, to be paid from District funds.

A motion was made by Gerry Mims, seconded by Dennis Clary and carried to accept low quote of $20,913.00 from Garaventa Louisiana to install new wheelchair/handicap lift at Jonesboro Hodge High School, to be paid from District funds.

A motion was made by Rickey McBride, seconded by Wade McBride and carried to accept low quote of $14,117.58 from Play with a Purpose to purchase playground equipment for Jonesboro Hodge Elementary School, Quitman High School and Weston High School, to be paid from ESSERS III.

Superintendent’s Comments were given at this time.
