Jackson Parish Police Jury Meeting Minutes
May17, 2022

The Jackson Parish Police Jury met in regular session on Tuesday, May 17, 2022, at 5:30 PM in the Dr. Charles H. Garrett Community Center, 182 Industrial Drive, Jonesboro, Louisiana. Members Present: Mr. Todd Culpepper, Mr. Lewis Chatham, Ms. Amy Magee, Mr. John McCarty, Ms. Tarneshala Cowans, Ms. Regina Rowe, and Mr. Lynn Treadway. Absent: none. Also present, Mr. Darrell Avery, Assistant D.A.
The President, Mr. Treadway, called the meeting to order. Ms. Magee gave the invocation and Mr. Chatham led in the recitation of the Pledge of Allegiance.
The President opened the floor for public comments, and they were heard.
The President moved to the approval of minutes.
Motion Mr. Culpepper, seconded Mr. Chatham to adopt the minutes of the April 19, 2022 Public Hearing and the April 19, 2022 Jury Meeting, monthly purchase orders, and the payment of all bills. Motion carried with Ms. Rowe voting Nay.
The President moved to Committee Reports.
Motion Ms. Magee seconded Mr. Culpepper to adopt the following minutes from the April 18, 2022 and May 5, 2022 Cleanup Committee meeting. Motion carried.
Cleanup Committee
April 18, 2022
The Cleanup Committee met Monday April 18, 2022, at 5:30 PM in The Nathaniel Zeno Jr. Meeting Room, Jackson Parish Police Jury Administrative Building, 160 Industrial Drive, Jonesboro, Louisiana. Members Present: Mr. John McCarty (Chair) and Mr. Lewis Chatham. Absent: Mr. Todd Culpepper. Also present: Brad Roller, Operations Manager and Edquado Howard, Solid Waste Supervisor.
The meeting was called to order by the Chair, Mr. John McCarty. Mr. McCarty gave the invocation and Mr. Chatham led in the recitation of the Pledge of Allegiance.
Public comments were called for. Mr. Ty Garrett spoke to his willingness to help with the parish wide cleanup day.
The Committee discussed various ways to increase community involvement. It was determined to inquire about radio, internet, newspaper, and flyers for advertising.
The committee reviewed dates for the event, and it has been decided to recommend June 4th to the Police
Jury.
The committee reviewed inventory lists from the previous year. Mr. Lewis suggested having the Maintenance Supervisor inventory necessary items and present at the next meeting so a supplies order could be made.
Motion Mr. Chatham, seconded Mr. McCarty to adjourn. Motion carried.

Cleanup Committee
May 5, 2022
The Cleanup Committee met Thursday, May 5, 2022, at 5:30 PM in The Nathaniel Zeno Jr. Meeting Room, Jackson Parish Police Jury Administrative Building, 160 Industrial Drive, Jonesboro, Louisiana. Members Present: Mr. John McCarty (Chair), Mr. Todd Culpepper, and Mr. Lewis Chatham. Absent: none. Also present: Brad Roller, Operations Manager.
The meeting was called to order by the Chair, Mr. John McCarty. Mr. Culpepper gave the invocation and Mr. Chatham led in the recitation of the Pledge of Allegiance.
Public comments were called for. There were none.
The Committee reviewed supplies on hand and determined what was to be ordered for this year. Motion Mr. Culpepper, seconded Mr. Chatham to order #50 vests and #5 rolls of trash bags. Motion carried.
The committee discussed the Adopt a Road program and will confer with Mr. Hairston at a future meeting.
The committee reviewed dates for the event. Motion Mr. Culpepper, seconded Mr. Chatham to make June
4, 2022, the parish wide cleanup day and to have the parish separated by Jury district. Motion carried.
The committee reviewed ways to increase community involvement in the cleanup day along with different ways to help prevent littering, scavenging of bin sites, and similar offenses. Motion Mr. Culpepper, seconded Mr. Chatham to adjourn. Motion carried.
Motion Ms. Rowe, seconded Mr. Chatham to declare June 4, 2022, Parish Cleanup Day. Motion carried.
Motion Mr. Chatham, seconded Mr. McCarty to approve and place recommended order for supplies for the Parish Cleanup Day. Motion carried.
The President called for monthly management reports.
Ms. Magee read the provided reports for OEP and Operations in Mr. Roller’s absence.
Mr. Jody Stuckey, Road Superintendent, presented the April 2022 Road report noting that $6,058.88 had been spent on emergency callouts/off-schedule work.
Motion Ms. Magee, seconded Mr. Chatham to accept the April 2022 emergency/off-schedule reports. Motion carried.
Mr. Robin Session, Solid Waste Superintendent, presented the April 2022 Solid Waste report.
The President moved on to Other Business.
The April 2022 Engineering Report was given with the bids for the 2022 Road Project and recommendations presented.
Motion Ms. Rowe, seconded Ms. Magee to award the 2022 Road Program to the lowest bidder, Amethyst Construction in the amount of $615,037.50. Motion carried
Motion Mr. McCarty, second Mr. Chatham to approve the following parish board appointments and reappointments:
Reappoint Mary Hoover to represent District 5 on the Museum Board for a three-year term ending on 12/31/2024
Reappoint Roy Barlow to represent District 6 on the Watershed Board to serve a 4-year term ending 12/31/2025
Appoint Robin Tew to fill a vacancy on the Library Board for a 5-year term ending 12/31/2026 Motion carried
Motion Ms. Rowe, seconded Ms. Magee to make the Ruston Daily Leader the official journal of the Jackson Parish Police Jury beginning June 30, 2022
Motion Mr. Culpepper, second Mr. McCarty to enter into a Cooperative Endeavor Agreement with Pine Belt MultiPurpose Agency to fund the summer work program. Motion carried
Motion Ms. Rowe, second Mr. Culpepper (based on 100 years in business) to declare June 7, 2022, State Farm Day. Motion Carried
The President opened the floor for Juror comments.
Motion Mr. Culpepper, seconded Ms. Rowe to adjourn. Motion carried.
