Jackson Parish Library Board Meeting Minutes  September 20, 2022

The Jackson Parish Library Board of Control met on Tuesday, September 20, 2022, at 4:30 p.m. at the Jonesboro Branch of the Jackson Parish Library for the regular monthly board meeting. The meeting was called to order by Mrs. Massey, Board President. Members present: Mrs. Essmeier, Mrs. Cooper, Mrs. Nunn, Mrs. Jenkins, Mrs. Tew, and Mrs. Massey. Also present was Floyd Knox, Judy Robertson, Angela Walsworth, and Michaela Taylor, Coordinator for the Safe Place program. Members absent: Mrs. Standley and Mr. Chatham.
Mrs. Massey led the invocation.
There being no public comments, the Board proceeded with the proposed Agenda.
Mrs. Nunn made the motion to approve the minutes for the June 27, 2022 regular board meeting. Mrs. Jenkins seconded. All yes. Motion carried.
Mrs. Cooper made the motion to accept the July and August financial reports. Mrs. Jenkins seconded. All yes. Motion carried.
Mrs. Nunn made the motion to accept the July and August statistical reports. Mrs. Cooper seconded. All yes. Motion carried.
Michaela Taylor presented the Board with details about the Safe Place program. Mrs. Tew made the motion for the Jackson Parish Library to join the Safe Place program. Mrs. Cooper seconded. All yes. Motion carried.
Bids for the Library Park Project were due September 20, 2022 at 2:00 p.m. However, none were received. No action could be taken on the construction of the project at this time.
The Director presented the Board with a proposed tier system of donations that could be made for the Library Park Project. Mrs. Massey made the motion to adopt the tier system of bids for the Library Park Project. Mrs. Jenkins seconded. All yes. Motion carried.
The Director presented the Board with a choice of companies to acquire bricks for fundraising for the Library Park Project. Mrs. Nunn made the motion to work with Bricks R Us for acquiring bricks for fundraising for the Library Park Project. Mrs. Jenkins seconded. All yes. Motion carried.
The Director presented the Board with a choice of companies to acquire benches for fundraising for the Library Park Project. Mrs. Jenkins made the motion to work with Max R for acquiring benches for fundraising for the Library Park Project. Mrs. Cooper seconded. All yes. Motion carried.
Mrs. Essmeier made the motion to authorize Angela Walsworth to attend the Louisiana Rural Complete Streets Summit in Baton Rouge on October 6, 2022. She will attend with Police Juror Regina Rowe and LSU Ag Center Agent Cathy Judd to discuss grant opportunities. Mrs. Nunn seconded. All yes. Motion carried.
The Director updated the Board on potential issues of fines that have carried over from different library systems over the years. Details have been lost and it is impossible to inform the patron of what the fine is. Questions have arisen over the possibility of duplication and/or fines that were paid but were carried over anyway. Mrs. Essmeier made the motion to authorize the Director to forgive old fines on a case by case basis that were carried over from the old library system which contain no details. Mrs. Nunn seconded.
All yes. Motion carried.
Mrs. Massey made the motion to move Rebecca Shields from the position of Circulation/Reference Specialist to Business Specialist. Mrs. Essmeier seconded. All yes. Motion carried.
Mrs. Jenkins made the motion to hire Pamela Stevens for Circulation/Reference Specialist at the Chatham branch contingent upon pre-employment screening and successful completion of probationary period.
Mrs. Cooper seconded. All yes. Motion carried.
The Director updated the Board on the current projects. The next scheduled meeting is set for Monday, October 17, 2022.
Mrs. Cooper made the motion to adjourn the meeting. Mrs. Nunn seconded. All yes. Motion carried.

Jackson Parish School Board Meeting Minutes
October 3, 2022

The Jackson Parish School Board met in regular session at 11:00 a.m. on October 3, 2022 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La.  
The following were present for roll call: Gloria Davis, Calvin Waggoner, Gerry Mims, Rickey McBride, Wade McBride and Dennis Clary. Absent: Mary Saulters
Dennis Clary gave the Invocation.
Gerry Mims led in the Pledge of Allegiance.
The meeting was called to order by Gloria Davis.
Motion was made by Gerry Mims, seconded by Calvin Waggoner and carried to add Item 7A to the Agenda:
Consider accepting low quote of $20,950.00 from CDW for the renewal of GoGuardian, Subscription License for 1 year for all schools, to be paid from ESSERS III as long as ESSER funds are available.
Motion was made by Rickey McBride, seconded by Calvin Waggoner and carried to approve the minutes as presented from the regularly scheduled meeting held on September 12, 2022.
Motion was made by Wade McBride seconded by Dennis Clary and carried to approve the minutes as presented from the special called meeting held on September 12, 2022.
The Board recognized visitor Carmecia Kimble.
The Board received information concerning 2021-2022 District and State Testing Data by Amy Hay, Testing Coordinator.
Calvin Waggoner reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.
A motion was made by Calvin Waggoner, seconded by Dennis Clary and carried to accept low quote of $20,950.00 from CDW for the renewal of GoGuardian, Subscription License for one (1) year for all schools, to be paid from ESSERS III as long as ESSER funds are available.
A motion was made by Wade McBride, seconded by Gerry Mims and carried to approve for payment the following bills:  General Fund, Federal Program, Food Service, Sales Tax, Special Education, District Maintenance bills.
A motion was made by Gerry Mims, seconded by Ricky McBride and carried to hire two Paraprofessionals for the 9th Grade Academy at Jonesboro Hodge High School, to be paid from ESSER III Incentive, as long as ESSERS funds are available.
Presentation of Monthly Financial Report by Kristi Bass, Business Manager.
Dennis Clary presented to the Board on the meeting of the Building and Grounds Committee held prior to the Board meeting.
Item # 1 was tabled: Consider accepting low quote of $77,775.00 from Morse Covers Inc. for aluminum walkway at Weston High School, to be paid from ESSERS II.
A motion was made by Rickey McBride, seconded by Wade McBride and carried to accept low quote of $29,790.00 from Hahn Enterprises, Inc. for the material and labor to replace playground equipment at Weston High School, to be paid from ESSERS II/Weston District funds.
A motion was made by Calvin Waggoner, seconded by Rickey McBride and carried to accept low quote of $110,214.00 from Palomar Modular Buildings for a new 24X64 Double Classrooms, manufactured and delivered to Weston High School, to be paid from ESSERS II.
