Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and/or Wetlands

This is to give notice that the Town of Chatham has determined that the following proposed action under the Town’s 2022 LCDBG Public Facilities Program is located in the 100-year floodplain and wetlands, and the Town will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the floodplain and wetlands from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

The Town of Chatham proposes to rehabilitate the town’s existing sewer system and lift stations. This will consist of demolition for existing lift station enclosure, piping/valving, pumps, motors and controls, temporary facilities, inclusive of by-pass pump, controls, fuel/power, operation, and related items, lift station inclusive of submersible pumps, motors, v-belts, controls, electrical, discharge piping/valving, and related items, wet well rehabilitation, station piping, site work inclusive of earthwork, concrete pad, erosion control, access drive, and related items, cure in place pipe, manhole inspection, cleaning and inspection of sewer, pipe bursting, manhole restoration system, manhole adjustment, connection to manhole, point repairs, emergency power system (WWTP), emergency power system (Lift Station 4 and 5), Lift Station 4 enclosure and
wet well riser, and watertight manhole frame and lid.

There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and wetlands those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public
educational tool. The dissemination of information about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.

Jackson Parish School Board Monthly Meeting Minutes
December 5, 2022

The Jackson Parish School Board met in regular session at 11:00 a.m. on December 5, 2022 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La.
The following were present for roll call: Gloria Davis, Dennis Clary, Gerry Mims, Wade McBride, Mary Saulters
Absent: Calvin Waggoner and Rickey McBride
Gerry Mims gave the Invocation.
Wade McBride led in the Pledge of Allegiance.
The meeting was called to order by Gloria Davis.
A motion was made by Wade McBride, seconded by Dennis Clary and carried to add agenda item 6A:
Consider accepting low quote of $50,000.00 from JBW Fence Installation and Repair LLC for Jonesboro Hodge High School softball field, to be paid from Jonesboro District funds.
Motion was made by Mary Saulters, seconded by Wade McBride and carried to approve the minutes as presented from the regularly scheduled meeting held on November 7, 2022.
Motion was made by Mary Saulters, seconded by Wade McBride and carried to elect Dennis Clary as Vice-President for 2023.
The following announcement was read aloud:
Notice is hereby given that at its meeting to be held on Monday, January 9, 2023 at 11:00 a.m. at its regular meeting place, the Parish School Board Office, 315 Pershing Hwy., Jonesboro, Louisiana, the Parish School Board of the Parish of Jackson, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in Consolidated School District No. 1 of the Parish of Jackson, State of Louisiana to authorize the continuation of an ad valorem tax therein.
A motion was made by Dennis Clary, seconded by Gerry Mims and carried to accept low quote of $50,000.00 from JBW Fence Installation and Repair LLC for Jonesboro Hodge High School softball field, to be paid from Jonesboro District funds.
Mary Saulters reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.
A motion was made by Dennis Clary, seconded by Wade McBride and carried to approve for payment the following bills: General Fund, Federal Program, Food Service, Sales Tax, Special Education, District Maintenance bills.
A motion was made by Gerry Mims, seconded by Wade McBride and carried to approve payment of $26,896.24 to No Red Ink for Grades 5-12 English curriculum to be used at Jonesboro Hodge Middle School, Jonesboro Hodge High School, Quitman High School and Weston High School, to be paid from ESSERS III funds.
A motion was made by Wade McBride, seconded by Dennis Clary and carried to approve payment of $19,250.00 to D2i Data for the renewal of the accountability platform that assists in analyzing data-driven school improvement plans, to be paid from
ESSER III funds.
A motion was made by Dennis Clary, seconded by Mary Saulters and carried to approve payment of $12,222.00 to ZOHO Corp for Network Management for the District, to be paid from General Fund.
A motion was made by Wade McBride, seconded by Gerry Mims and carried to approve payment of $30,000.00 to New Directions: Educational Solutions for educational consultation in UIR/CIR schools during the second semester, to be paid from Redesign funds.
Presentation of Monthly Financial Report by Kristi Bass, Business Manager.
Dennis Clary presented to the Board on the meeting of the Building and Grounds Committee held prior to the Board meeting.
A motion was made by Wade McBride, seconded by Mary Saulters and carried to accept low quote of $65,467.00 from Morse Covers Inc. for material and labor to construct a walkway cover at Weston High School, to be paid from ESSERS II.
A motion was made by Mary Saulters, seconded by Dennis Clary and carried to approve the Change Order for Quitman High School Renovation project.
A motion was made by Dennis Clary, seconded by Mary Saulters and carried to adjourn at 11:30 a.m.
