POSITION: General Laborer
DEPARTMENT: Jackson Parish Road Department
Description:
Under close supervision, the Road Department General Laborer performs unskilled manual labor, operation of light equipment requiring no special training or experience, and performs related work as required by the supervisor. Laborers in this position class are also responsible for the operation of a variety of construction and maintenance equipment and for performing manual labor activities as needed and/or required by the Road Department.
Minimum Qualifications:
• Must be 18 years of age.
• High school diploma, or equivalent, required.
• Class E Driver’s License; progression towards a CDL license a plus.
• Three (3) months of experience in the operation of equipment listed above preferred, but not required.
• Must be able to lift up to 100 pounds frequently.
• Ability to work safely in all weather conditions, including adverse conditions.
• Can understand and follow oral and written instructions.
• Able to work in elevated areas, confined spaces, and on and off ladders.
• Must be able to sit and stand for extended periods of time.
Basic Responsibilities:
• The General Laborer is responsible for performing industrial and safety housekeeping of assigned areas following the instructions from their Supervisor.
• Operates Police Jury-owned vehicles, such as pick-up trucks, backhoe, street sweeper, dump trucks, farm–type tractors, bush hog cutters, boom mowers, etc. as required.
• Operates hand and power tools and equipment, such as mowers, chain saws, air compressor, small compaction equipment, etc. as required.
• Mows grass and rights of ways with hand power equipment.
• Uses hand tools to load and unload sand, dirt, gravel, and hot and cold mix asphalt.
• Repairs pot holes.
• Required to inspect and repair equipment as directed by department procedures, as well as be able to make repairs to parish roads, curbs and sidewalks.
• Performs road and ditch maintenance and associated work.
• Cleans culverts and other drainage structures including placing rip rap and filter cloth.
• Sweeps streets, shop, and sidewalks; cleans up debris and materials from roads, bridges, and culverts.
• Flags traffic when needed.
• Manually moves and transports equipment, materials, etc.
• Loads and unloads materials from trucks including debris, sand, dirt, gravel, etc.
• Cleans trucks, replaces blades, and other maintenance of equipment as needed.
• Performs building maintenance, cleaning offices, restrooms, and shop as needed.
• Assists operators, truck drivers, mechanics etc. with specific projects as requested.
• Performs a variety of other heavy manual work in connection with the maintenance of streets, bridges, and drainage of parish roads.
• Ready to learn from on-the-job training when necessary.
• Follows safety procedures and practices as required, as well as wearing required safety equipment.
• Performs other job-related duties as assigned.

Jackson Parish School Board Meeting Minutes
August 7, 2023
The Jackson Parish School Board met in regular session at 11:00 a.m. on August 7, 2023 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La. The following were present for roll call: Calvin Waggoner, Dennis Clary, Paulette Belton, Rick Barlow, Gerry Mims, Wade McBride and Mary Saulters. Absent: None
Gerry Mims gave the Invocation.
Jake Potts, Jackson Parish 4-H, led in the Pledge of Allegiance.
The meeting was called to order by Calvin Waggoner.
Motion was made by Mary Saulters, seconded by Wade McBride and carried to approve the minutes as presented from the Regular Scheduled Meeting held on July 11, 2023.
The Board recognized Kristina Bourgeois – 4-H Youth Development.
A motion was made by Wade McBride, seconded Dennis Clary and carried to adopt 2023 Millage Rates.
The Board recognized Amy Hay, District Test Coordinator, who presented information on LEAP scores.
Dennis Clary reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.
A motion was made by Dennis Clary, seconded by Mary Saulters and carried to approve for payment the following bills: General Fund, Federal Program, School Food Service, Sales Tax, Special Education, District Maintenance bills.
A motion was made by Gerry Mims, seconded by Paulette Belton and carried to approve paying Employer’s Share of Office of Group Benefits insurance premiums from General Fund for the September 2023 sales tax distribution.
A motion was made by Mary Saulters, seconded by Rick Barlow and carried to approve payment of $14,421.00 to Moby Max, LLC for the renewal of the Moby Max District wide license for Grades K-8 curriculum at Jonesboro Hodge Elementary School, Jonesboro Hodge Middle School, Quitman High School and Weston High School, to be paid from 2023-2024 ESSERS III funds.
A motion was made by Paulette Belton, seconded by Rick Barlow and carried approving payment to Software and Services in the amount of $22,500.00 for the renewal of the GFA licensing and support, to be paid from General Fund.
No action was taken on changes to Business Manager’s Salary Schedule.
A motion was made by Wade McBride, seconded by Gerry Mims and carried approving all Salary Schedules.
Discussion of stipends for nurses – information to be presented at September meeting.
Presentation of Monthly Financial Report by Kristi Bass, Business Manager.
Wade McBride reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.
A motion was made by Dennis Clary, seconded by Mary Saulters and carried accepting low quote of $15,290.00 from Ronnie Potts for materials and labor to paint the exterior of the Central Office building, to be paid from Parish Wide District funds.
Mary Saulters reported to the Board on the meeting of the Policy Committee held prior to the Board meeting.

The Jackson Parish Library Board of Control met on Monday, July 17, 2023, at 4:30 p.m. at the Jonesboro Branch of the Jackson Parish Library for the regular quarterly board meeting.
The meeting was called to order by Mrs. Massey, Board President.
Members present: Mrs. Essmeier, Mrs. Cooper, Mrs. Standley, Mrs. Tew, Mrs. Massey, and Mrs. Magee. Also present was Floyd Knox and Judy Robertson. Members absent: Mrs. Nunn and Ms. Jenkins.
Mrs. Cooper led the invocation.
The Board President opened the floor for public comments.
Mr. Jonathan Matthews stated his concerns with the book Families, Families, Families.
The Board President proceeded with the proposed agenda.

Policy Committee Meeting Minutes – July 13, 2023
The Jackson Parish Library Policy Committee met on Thursday, July 13, 2023, at 4:30 p.m. at the Jonesboro Branch of the Jackson Parish Library.
The meeting was called to order by the Chair, Mrs. Nunn.
Members present: Mrs. Nunn, Ms. Jenkins, and Mrs. Magee. Also present was Floyd Knox and Judy Robertson. Members absent: None.
Ms. Jenkins led the invocation.
There being no public comments, the Committee proceeded with the proposed agenda.
The Committee discussed the procedures that were taken when asked to remove the book Families, Families, Families. Mrs. Magee made the motion to recommend to not remove the book Families, Families, Families. Ms. Jenkins seconded. All yes. Motion carried.
Collection Development Policy
The Committee reviewed the current policy for collection development. The Director let the Committee know that the bill SB 7 was just signed into law as Act 436 so changes will be needed. However, we are waiting for guidance from the State Library and the Attorney General’s Office. Mrs. Magee made the motion to table any changes to the collection development policy until more information is provided. Ms. Jenkins seconded. All yes. Motion carried.
Circulation Policy
Mrs. Magee made the motion to recommend to no longer require deposits for test prep materials. Ms. Jenkins seconded. All yes. Motion carried.
Mrs. Magee made the motion to recommend to allow DVDs/Blu Rays to be returned in the book drop. Ms. Jenkins seconded. All yes. Motion carried.
Mrs. Magee made the motion to recommend to update the Library Materials Chart which sets fines, loan periods, and item limits as presented. Ms. Jenkins seconded. All yes. Motion carried.
Hotspot Policy
Mrs. Nunn made the motion to recommend to accept the mobile hotspot policy and guidelines as presented.

Mrs. Nunn made the motion to recommend to update the Library’s Jury Duty Leave Policy as presented.
