The Jackson Parish School Board met in regular session at 11:00 a.m. on August 5, 2024 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La. The following were present for roll call: Dennis Clary, Gerry Mims, Rick Barlow, Paulette Belton, Calvin Waggoner, Mary Saulters and Wade McBride Absent: None
Calvin Waggoner gave the Invocation.
Mary Saulters led in the Pledge of Allegiance.
The meeting was called to order by Dennis Clary.Motion was made by Gerry Mims, seconded by Mary Saulters and carried to approve the minutes as presented from the Regular Scheduled Meeting held on July 1, 2024.
Motion was made by Wade McBride, seconded by Rick Barlow and carried to approve the minutes as presented from the Special Called Meeting held on July 8, 2024.
A motion was made by Mary Saulters, seconded by Gerry Mims and carried to approve the revised 2023-2024 General Fund and Special Revenue Budgets.
A motion was made by Calvin Waggoner, seconded by Paulette Belton and carried to approving the 2024-2025 General Fund and Special Revenue Budgets resolution attached herein.
Gerry Mims reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.
A motion was made by Paulette Belton, seconded by Rick Barlow and carried to approve for payment the following bills: General Fund, Federal Program, School Food Service, Sales Tax, Special Education, District Maintenance bills.
A motion was made by Gerry Mims, seconded by Mary Saulters and carried approving to pay Employer’s Share of Office of Group Benefits insurance premiums from General Fund for the September 2024 sales tax distribution.
A motion was made by Rick Barlow, seconded by Paulette Belton and carried approving payment to Software and Services in the amount of $22,550.00 for the renewal of the GFA licensing and support, to be paid from General Fund.
A motion was made by Wade McBride, seconded by Paulette Belton and carried accepting low quote of $10,500.00 from Bailey Education Group to provide 7 onsite coaching sessions to Special Education teachers district wide, to be paid from IDEA 611 Set Aside funds.
A motion was made by Mary Saulters, seconded by Rick Barlow and carried approving payment of $17,081.00 to Moby Max Education, LLC for the renewal of the Moby Max curriculum for grades K-8 at Jonesboro Hodge Elementary School, Jonesboro Hodge Middle School, Quitman High School and Weston High School, to be paid from 2024-2025 ESSERS funds, pending LDOE approval.
A motion was made by Rick Barlow, seconded by Paulette Belton and carried approving the Outdoor Wilderness Learning Equine Center to provide therapeutic sessions to Leap Connect classrooms parish wide at a cost of $22,500.00 for the fall session and $21,000.00 for the spring session for a total of $43,500.00, to be paid from IDEA funds.
A motion was made by Mary Saulters, seconded by Wade McBride and carried approving payment to NIET in the amount of $21,500.00 for mandated EE PASS Portal Access and six days of Coaching Support for CIR (Compreshensive Intervention Required) schools (Jonesboro Hodge Elementary School and Jonesboro Hodge Middle School), to be paid from Redesign funds.
A motion was made by Paulette Belton, seconded by Rick Barlow and carried accepting low quote of $24,000.00 from New Directions Educational Solutions for sixteen (16) days of Math on-sight support for teachers and administrators for CIR schools (Jonesboro Hodge Elementary School and Jonesboro Hodge Middle School), to be paid from Redesign funds.
A motion was made by Gerry Mims, seconded by Paulette Belton and carried accepting low quote of $24,000.00 from New Directions Educational Solutions for sixteen days of ELA on-sight support for teachers and adminstrators for CIR schools (Jonesboro Hodge Elementary School and Jonesboro Hodge Middle School), to be paid from Redesign funds.
A motion was made by Mary Saulters, seconded by Rick Barlow and carried approving the renewal of the cost agreement with R.J. Young Co. on the Canon ADV DX 89951 copier located at the Central Office at a cost of $1,320.00 per month, to be paid from General Fund. The term of the renewal is sixty (60) months.
A motion was made by Wade McBride, seconded by Gerry Mims and carried to approve Salary Schedules as presented.
A motion was made by Mary Saulters, seconded by Paulette Belton and carried approving to purchase the Barton Reading System for Weston High School and Quitman High School at a total cost of $24,639.20, to be paid from ESSER IIIEB funds.
A motion was made by Paulette Belton, seconded by Rick Barlow and carried to approve the renewal of GoGuardian with the addition of Beacon from CDW at a cost of $43,856.60, to be paid from ESSER IIIEB funds.

May Saulters reported to the Board on the meeting of the Building Committee held prior to the Board meeting.
A motion was made by Wade McBride, seconded by Calvin Waggoner and carried payment to Hahn Enterprises, Inc. in the amount of $17,129.00 for wood mulch at Weston High School, Quitman High School and Jonesboro Hodge Elementary School for their playgrounds, to be paid from District funds as follows: Jonesboro District funds – $7,392.00, Quitman District funds $6,822.00, Weston District funds $2,915.00.
Paulette Belton reported to the Board on the meeting of the Policy Committee held prior to the Board meeting.

*REQUEST FOR QUALIFICATION STATEMENTS FOR ENGINEERING SERVICES**
The Town of Jonesboro has been conditionally awarded a grant through the Community Development Block Grant Mitigation (CDBG-MIT) Louisiana Watershed Initiative (LWI) Round 2 Program, with the requirement that a final feasibility study (H&H Study) and a full project application must be submitted to and approved by the Office of Community Development. The Town of Jonesboro is seeking to procure the services of an engineering firm to prepare the final feasibility study (H&H) and to implement the project if it secures funding for construction.
The procedures for the selection of this firm will adhere to the procurement requirements of the CDBG-MIT Program. All responses received will be evaluated in accordance with the selection criteria and corresponding point system outlined in the request for proposals package. This package also details the scope of services to be performed by the selected firm.
The Town of Jonesboro will award the contract to the respondent obtaining the highest score in the evaluation process.
Interested parties are invited to obtain a proposal package from Deputy Clerk Jasama Bryant at 128 Allen Ave, Jonesboro, LA 71251, (318) 259-2385 ext. 105).
