POSITION: General Laborer
DEPARTMENT: Jackson Parish Road Department

Description:
Under close supervision, the Road Department General Laborer performs unskilled manual labor, operation of light equipment requiring no special training or experience, and performs related work as required by the supervisor. Laborers in this position class are also responsible for the operation of a variety of construction and maintenance equipment and for performing manual labor activities as needed and/or required by the Road Department.

Minimum Qualifications:
• Must be 18 years of age.
• High school diploma, or equivalent, required.
• Class E Driver’s License; progression towards a CDL license a plus.
• Three (3) months of experience in the operation of equipment listed above preferred but not required.
• Must be able to lift up to 100 pounds frequently.
• Ability to work safely in all weather conditions, including adverse conditions.
• Can understand and follow oral and written instructions.
• Able to work in elevated areas, confined spaces, and on and off ladders.
• Must be able to sit and stand for extended periods of time.

Basic Responsibilities:
• The General Laborer is responsible for performing industrial and safety housekeeping of assigned areas following the instructions from their supervisor.
• Operates Police Jury-owned vehicles, such as pick-up trucks, backhoe, street sweeper, dump trucks, farm–type tractors, bush hog cutters, boom mowers, etc. as required.
• Operates hand and power tools and equipment, such as mowers, chain saws, air compressor, small compaction equipment, etc. as required.
• Mows grass and rights of ways with hand power equipment.
• Uses hand tools to load and unload sand, dirt, gravel, and hot and cold mix asphalt.
• Repairs potholes.
• Required to inspect and repair equipment as directed by department procedures, as well as be able to make repairs to parish roads, curbs and sidewalks.
• Performs road and ditch maintenance and associated work.
• Cleans culverts and other drainage structures including placing rip rap and filter cloth.
• Sweep streets, shop, and sidewalks; clean up debris and materials from roads, bridges, and culverts.
• Flags traffic when needed.
• Manually moves and transports equipment, materials, etc.
• Loads and unloads materials from trucks including debris, sand, dirt, gravel, etc.
• Cleans trucks, replace blades, and other maintenance of equipment as needed.
• Performs building maintenance, cleaning offices, restrooms, and shop as needed.
• Assists operators, truck drivers, mechanics etc. with specific projects as requested.
• Performs a variety of other heavy manual work in connection with the maintenance of streets, bridges, and drainage of parish roads.
• Ready to learn from on-the-job training when necessary.
• Follows safety procedures and practices as required, as well as wearing required safety equipment.
• Performs other job-related duties as assigned.

DEPARTMENT: Jackson Parish Road Department

Description:
Under general supervision, the Road Department Operator II is a skilled position consisting of complex and specialized trucks and equipment used in construction and construction maintenance work. May train lower-level operators, and acts as lead worker on site. May act as relief operator on all types of equipment as needed. Performs related work as required.

Minimum Qualifications:
• Must be 18 years of age.
• High school diploma, or equivalent, required.
• Class A Commercial CDL Driver’s License required.
• Two (2) years of relevant experience, or any equivalent combination of education and experience that demonstrates the ability to do the job, preferred.
• Must be able to lift up to 100 pounds frequently.
• Ability to work safely in all weather conditions, including adverse conditions.
• Can understand and follow oral and written instructions.
• Able to work in elevated areas, confined spaces, and on and off ladders.
• Must be able to sit and stand for extended periods of time.

Basic Responsibilities:
• The Operator II is responsible for operating light, medium-sized, and heavy haul Class A equipment as needed such as tractor-truck, track hoe, packer, and other trucks of like-kind, and to perform manual work functions associated with the maintenance and cleanup of the Road Department and off-site locations.
o Basic operating skills include hauling, loading, picking up and transporting debris, equipment, and supplies.
• Performs mechanisms that are somewhat complex, requiring more dexterity and finesse, as well as operates larger vehicles requiring a higher level of skill to drive/maneuver in and around confined spaces.
• Performs proper pre-start and daily maintenance and service of equipment including lubrication, changing tires, making minor adjustments and repairs, and cleaning.
• Requires a thorough knowledge of general maintenance requirements of various pieces of light to heavy motorized equipment.
• Services, changes tires cutting blades, cleans machine including tracks and makes minor adjustments.
• Recognizes equipment malfunctions or complicated services needs and reports to Supervisor or Mechanic.
• May be required to lift equipment, tools or in combination in excess of 100 pounds.
• Skilled in use of tools and the operation of machines and equipment used in automobile repair and maintenance.
• Must adhere to all traffic laws, applicable Federal and State health and safety rules, local ordinances, and Jackson Parish Policy Jury rules and regulations and policies and procedures.
• Ability to drive various pieces of equipment used by the Police Jury.
• Expected to be cross trained on ALL equipment required of Operator II classification and be available to fill in in the absence of another Operator II as needed.
• May be asked to perform duties of Operator I as needed if qualified, trained, and licensed.
• May be asked to perform duties of Specialty Equipment Operator (Road Grader) if qualified, trained, and licensed (at the appropriate set-up rate).
• Follows safety procedures and practices as required, as well as wearing required safety equipment.
• Required to have the ability to shoot and read grade with laser level.
• Performs road and ditch maintenance and associated work.
• Performs other job-related duties as assigned.

Jackson Parish School Board Meeting Minutes
October 6, 2025

The Jackson Parish School Board met in a regular scheduled meeting at 11:00 a.m. on October 6, 2025 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La.
The following were present for roll call: Gerry Mims, Mary Saulters, Paulette Belton, Rick Barlow, Wade McBride, Calvin Waggoner and Dennis Clary
Absent: None
Mary Saulters gave the Invocation.
Dennis Clary led in the Pledge of Allegiance.
The meeting was called to order by Gerry Mims.
A motion was made by Mary Saulters, seconded by Wade McBride and carried to approve the minutes from the Regular Scheduled meetings held on September 15, 2025.
Mary Saulters reported to the Board on the meeting of the Executive Finance Committee held prior to the Board meeting.
A motion was made by Calvin Waggoner, seconded by Dennis Clary and carried to approve for payment the following bills: General Fund, Federal Program, School Food Service, Sales Tax, Special Education, District Maintenance bills.
A motion was made by Paulette Belton, seconded by Rick Barlow and carried approving payment to United Automation in the amount of $10,864.04 for the installation of a wall mount reader and door integration kit at Weston High School, to be paid from the 2025-2026 LCSS School Safety Grant.
A motion was made by Wade McBride, seconded by Dennis Clary and carried approving a five (5) year lease contract with R.J. Young for Ricoh copy machines in the amount of $3,993.60 per month with no excess copy fee for Jonesboro Hodge High School, Jonesboro Hodge Elementary School, Quitman High School, Weston High School and Student Service Center, to be paid from respective District funds and IDEA funds.
A motion was made by Rick Barlow, seconded by Paulette Belton and carried a five (5) year lease contract with R.J. Young for Ricoh copy machines in the amount of $1,118.23 per month with no excess copy fee for Jackson Parish School Board Title One, Jonesboro Hodge High School, Jonesboro Hodge Elementary School, Quitman High School and Weston High School, to be paid from Title 1 School Based funding.
A motion was made by Wade McBride, seconded by Dennis Clary and carried approving to rescind the motion made on September 15, 2025 – A motion was made by Wade McBride, seconded by Dennis Clary and carried approving payment of $39,235.00 to CDW-G for the renewal of GoGuardian Subscription License for one (1) year, to be paid from the Education Excellence Fund (EEF).
A motion was made by Dennis Clary, seconded by Rick Barlow and carried approving payment to Howard Technology Solutions in the amount of $18,186.28 for Securly Aware – one (1) year contract for all schools, to be paid from Education Excellence Fund (EEF).
A motion was made by Dennis Clary, seconded by Wade McBride and carried approving payment to CDW-G of $12,526.36 for the renewal of GoGuardian Edulastic ENT for all schools, to be paid from Education Excellence Fund (EEF).
A motion was made by Rick Barlow, seconded by Paulette Belton and carried approving payment to Northwestern State University in the amount of $15,868.50 for Dual Enrollment tuition fees, to be paid from 2025-2026 Supplemental Course Allocation fund. Student reimbursement for additional courses and textbooks in the amount of $6,270.00 will be deposited to Supplemental Course Allocation fund.

Wade McBride reported to the Board on the meeting of the Building and Grounds Committee held prior to the Board meeting.
A motion was made by Calvin Waggoner, seconded by Rick Barlow and carried accepting low quote of. $13,780.00 from JBW Fence Installair, LLC to install fences at Weston High School, to be paid from the 2025-2026 LCSS School Safety Grant.
A motion was made by Dennis Clary, seconded by Rick Barlow and carried to adjourn at 11:15 a.m.
