Description:

Under close supervision, the Solid Waste Department Operator I is a semi-skilled to skilled position consisting of equipment operation, manual labor, and maintenance repair of various pieces of light and heavy motorized equipment and trucks used in solid waste management, maintenance, inclement weather, and other generalized work. Incumbent may be used as a relief operator on equipment of a higher class if qualified and trained.

Minimum Qualifications:

• In good standing as an employee in current position
• Class B CDL Driver’s License required; progression towards Class A CDL a must

Basic Responsibilities:

• Primarily operates trackhoe/packer located at the Solid Waste Landfill.
• Directs compact trucks and the public to the proper dumping areas in the landfill.
• Packs and tarps the garbage in the trailers and prepares the trailers to be transported to the Union Parish Landfill.
• Keeps the wall area washed and clean.
• Cleans out drains and bins, when necessary.
• Monitors the water transport and hauls and empties, when necessary.
• Picks up general litter and debris around the landfill, keeping it clean and organized.
• Cross-trained on all Operator II positions; prepared and able to operate any and all equipment used at the landfill.
• Serves as a backup for the Specialty Equipment Operator (Compact Truck), if qualified, trained, and licensed and Operator I and II positions, if necessary (at the appropriate set-up rate).
• Physically present to perform the duties of the position.
• Performs walkaround safety checks at the beginning of every day noting any deficiencies found on equipment and report to Supervisor.
• Complete daily paperwork noting equipment and materials used each day and daily equipment forms.
• Must have good working knowledge of equipment and safety habits.
• Performs manual work functions associated with construction, maintenance, and cleanup of the solid waste landfill and off-site bin sites in accordance with all safety regulations and procedures.

The Jackson Parish School Board met in a regular scheduled meeting at 11:00 a.m. on September 14, 2026 at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, Louisiana.

The following were present for roll call: Mary Saulters, Rick Barlow, Paulette Belton, Gerry Mims, Wade McBride and Dennis Clary

Absent: Calvin Waggoner

Gerry Mims gave the Invocation.

Dennis Clary led in the Pledge of Allegiance.

The meeting was called to order by Mary Saulters.

A motion was made by Wade McBride seconded by Rick Barlow and carried to approve the minutes from the Regular Scheduled meeting held on August 3, 2026.

A motion was made by Dennis Clary, seconded by Gerry Mims and carried approving the disposal of one (1) 2008 International Bus, Serial No. 4DRBUSKN78B654863, by taking the bus to a scrap yard. The bus was previously declared surplus and offered for sale; however, no bids were received that met the minimum bid requirement.

A motion was made by Wade McBride, seconded by Paulette Belton and carried approving payment of $18,186.28 to Howard Technology Solutions for Securly Classroom, Securly Aware and Securly Filter renewal for all schools, to be paid from General Fund. This is under TIPS/TAPS Computers/Equipments Contract #230105.

A motion was made by Dennis Clary, seconded by Paulette Belton and carried approving payment of $17,000.00 to Career Compass of Louisiana for the renewal of individual college and career coaching for Seniors at Jonesboro Hodge High School, Quitman High School and Weston High School, to be paid from 2026-2027 Career Development funds. Career Compass is a Sole Source.

A motion was made by Wade McBride, seconded by Rick Barlow and carried approving payment to Uniti Fiber in the amount of $29,115.76 to purchase E-Rate Cat 2 equipment for E-Rate Year 2026-2027, to be paid from General Fund.

A motion was made by Paulette Belton, seconded by Rick Barlow and carried approving to pay salary and benefits for up to eight (8) part-time interventionists (paid using the substitute salary schedule rates) and 25% of salaries and benefits for three (3) Title One paraprofessionals to provide small group high dosage tutoring embedded in the school day at Jonesboro Hodge Elementary School, Quitman High School and Weston High School, not to exceed $79,000.00, to be paid from High Dosage Tutoring Grant.

Wade McBride reported to the Board on the meeting of the Building and Grounds Committee held prior to the Board meeting.

A motion was made by Rick Barlow, seconded by Gerry Mims and carried adopting the resolution granting Bonnie Buckelew permission to sign the State of Louisiana Cooperative Endeavor Agreement for Act 3 of the 2026 Regular Legislative Session in the amount of $178,000.00 (Acquisition, Equipment and Operating Expenses for materials and supplies, as well as labor costs to install lighting and electrical upgrades to the baseball and softball fields at Weston High School) for and on behalf of the Jackson Parish School Board.

A motion was made by Wade McBride, seconded by Rick Barlow and carried adopting the resolution granting Bonnie Buckelew permission to sign the State of Louisiana Cooperative Endeavor Agreement for Act 961 of the 2026 Regular Legislative Session in the amount of $200,000.00 for operations (Acquisition. Equipment and Operating Expenses for materials and supplies, as well as labor costs to renovate and enhance the facilities at Jonesboro Hodge High School, Jonesboro Hodge Elementary School and Quitman High School) for and on behalf of the Jackson Parish School Board.

All expenses will be paid by the Weston High School Cheerleaders

A motion was made by Gerry Mims, seconded by Rick Barlow and carried granting approval to Weston High School Baseball to travel to Millington and Memphis, Tennessee, April 1-3, 2027 to participate in the USA High School Challenge Tournament. All expenses will be paid by Weston High School Baseball.
