September 22, 2026

The Jackson Parish Police Jury held a Special Called Meeting on Tuesday, September 22, 2026, at 5:30 PM in the Nathaniel Zeno Jr., meeting room, 160 Industrial Drive, Jonesboro, Louisiana. Members Present: Mrs. Amy Magee, Ms. Regina Rowe, Mrs. Sheketia Combs, President Todd Culpepper, and Mr. Lewis Chatham. Absent: Mrs. Tarneshala Cowans and Mr. Keith Burris. Also present: Mrs. Nia Evans Watkins, Secretary-Treasurer.
President Mr. Culpepper called the meeting to order. Mrs. Magee gave the invocation and Mrs. Combs led in the recitation of the Pledge of Allegiance.
Mr. Culpepper called for public comments. There were no public comments. There was no public present.
Motion- Mrs. Magee, seconded Mr. Chatham to approve upholding and affirming the 2025 tax assessment as presented by the tax assessor.

The Jackson Parish School Board met in a Special Called Meeting on October 1,2026, 11:00 a.m. at Jackson Parish School Board, 315 Pershing Highway, Jonesboro, La.

Motion by Dennis Clary, seconded by Rick Barlow and carried to enter into Executive Session pursuant to La.R.S. 42:17 (A) (4).)
Motion by Gerry Mims, seconded by Wade McBride and carried to return to open session with no action taken.
Public Comments were heard at this time in support of Superintendent Carter.
A motion was made by Rick Barlow, seconded by Paulette Belton and carried to bring charges against Superintendent Carter.

RESOLUTION OF THE JACKSON PARISH SCHOOL BOARD CALLING A HEARING IN ACCORDANCE WITH LA. R.S. 17:54 TO DETERMINE WHETHER OR NOT WILLIAM CARTER SHOULD BE DISCIPLINED OR REMOVED AS SUPERINTENDENT OF THE JACKSON PARISH
SCHOOL SYSTEM

WHEREAS, La. R.S. 17:54 provides that if a superintendent is found incompetent, unworthy, or inefficient or is found to have failed to fulfill the terms and performance objectives of his contract or to comply with School Board policy, the superintendent shall be removed from office; and
WHEREAS, the Jackson Parish School Board (“School Board”) retained special counsel to conduct a thorough investigation of complaints regarding the job performance of Superintendent Carter; and
WHEREAS, following the investigation, the School Board received information suggesting that Mr. Carter exhibited conduct that was unworthy, inefficient, and in violation of State Law and School Board Policy; and
WHEREAS, the School Board further received information suggesting that Mr. Carter breached his employment contract; and
WHEREAS, after considering the information received, the School Board has determined that it should call a hearing in accordance with the provisions of La R.S. 17:54 for the purposes of determining whether or not Mr. Carter should be disciplined, including removal as Superintendent or otherwise disciplined; and
NOW THEREFORE BE IT RESOLVED, by theJackson Parish School Board in a regularly called session duly convened on the 1st day of October, 2026, that a hearing be called and held in accordance with La. R.S. 17:54 to determine the truth or falsity of such allegations against Mr. Carter
and to determine whether or not such allegations, if true, warrant his removal or other discipline.
AND NOW, BE IT FURTHER RESOLVED that a copy of this resolution signed and certified by the President of the Board be forwarded to Mr. Carter informing him that this Board will hold a hearing
in Jonesboro, Louisiana to consider the charges and to determine whether or not he should be removed or otherwise disciplined. Further, special counsel is directed by the Board to inform Mr. Carter through his counsel in writing of the charges, specific reasons for charges, and potential witnesses against him at least 20 days before the hearing to determine the truth or falsity of allegations against Mr. Carter and to determine whether or not such allegations, if true, warrant his removal or other discipline.
AND NOW, BE IT FURTHER RESOLVED that special counsel is hereby authorized to retain such expert witnesses as may be necessary to assist the Board in determining the truth or falsity of the allegations against Mr. Carter and to determine whether or not such allegations, if true, warrant his removal or other discipline.
AND NOW, BE IT FURTHER RESOLVED, that special counsel is hereby directed to inform Mr. Carter that the hearing may be public or private at his option and that he may be represented by legal counsel and may present witnesses or other evidence that he desires on his behalf, all in accordance with La. R.S. 17:54.
AND NOW, BE IT FURTHER RESOLVED, that Mr. Carter is to remain on paid administrative leave pending the outcome of the hearing held in accordance with LA R.S. 17:54 to determine the truth or falsity and whether or not such allegations, if true, warrant his removal or other discipLine.

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER

Eros Community WS Failed to Take Corrective Action Following Identification of a Significant
Deficiency

On 5/19/2026, the Louisiana Department of Health (LDH) performed a detailed inspection and engineering of our water system called a sanitary survey. During this sanitary survey, they identified one or more significant deficiencies in our system. According to EPA’s Ground Water Rule, we were required to correct the deficiency (or deficiencies) or work with the State to develop a plan to correct the deficiency (or deficiencies). However, we failed to correct the deficiencies or contact the State before the established deadline and have therefore violated a requirement of the Ground Water Rule.
What should I do?
There is nothing you need to do. You do not need to boil your water or take other corrective actions. If a
situation arises where the water is no longer safe to drink, you will notified within 24 hours.
What does this mean?
This is not an emergency, you would have been notified with 24 hours.
This significant deficiency has the potential to result in lack of proper treatment and oversight of the water
system. Inadequately treated or inadequately protected water may contain disease-causing organisms.
These organisms can cause symptoms such as diarrhea, nausea, cramps, and associated headaches.
While we have not detected any evidence of contamination or other health threats related to our source
water, we are still committed to correcting the deficiency to eliminate the threat of contamination.
What was done?
We are currently working to address and resolve the identified violations. The pressure tank is currently in
use, although it was previously believed to be out of service. We are in the process of arranging for the tank to be painted and inspected and will ensure that the pressure tank and all associated piping and
connections are properly configured and maintained to protect the safety of the drinking water supply. We
are also working to bring our cross-connection control records up to date. Cross-connection questionnaires have been distributed, and we are following up with customers whose questionnaires have not yet been returned. Any connections identified as posing a potential cross-connection or contamination risk will be evaluated and addressed appropriately to protect the public water supply.

Please share this information with all the other people who drink this water, especially those who may not
have received this notice directly (for example, people in apartments, nursing homes, schools, and other
businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
