JACKSON PARISH WATERSHED MINUTES

The Jackson Parish Watershed District met Thursday, March 18, 2021, at 5:00 PM in the Jackson Parish Sports Complex. Present: Mr. Lavelle Smith, Mr. Jimmy Waggoner, Mr. Wesley Harvey and Mr. Kent Hightower. Absent: Mr. Bert Brown, Mr. Roy Barlow and Mr. Daniel Ponder.
The invocation was given by Mr. Hightower.
The Watershed Board welcomed Mr. Wesley Harvey as their newest member.
There were no public comments.
Motion Mr. Hightower, seconded Mr. Waggoner, to approve the minutes of January 21, 2021. Motion carried.
Motion Mr. Hightower, seconded Mr. Waggoner, to approve payment of all bills. Motion carried.
Motion Mr. Hightower, seconded Mr. Waggoner, to approve building permits for: •George Gastin, 115 Suanna Lane, Boat House and Seawall •John Howell, 364 Doctor’s Point, Lot #6, Chatham, Boat House and Seawall • Karen & Bruce Doty, 177 Oliver Point Drive, Jonesboro, addition to existing structure. •Mark Droesser, 172 Point Drive, Jonesboro, addition to existing structure. Motion carried.
Discuss and vote on sharing expenses on surveying line between Ebenezer Park and adjacent lot failed due to a lack of a motion.
Motion Mr. Hightower, seconded Mr. Waggoner, to change our meeting place to “The Sunshine Room, 160 Industrial Drive, Jonesboro, LA 71251, beginning April 15, 2021at 5:00 PM. Motion carried.
Motion Mr. Hightower, seconded Mr. Harvey, to approve the fireworks display on Caney Lake after a $250.00, fully refundable, deposit has been met. Motion carried.
Motion Mr. Hightower, seconded Mr. Harvey, to adjourn at 6:03 PM. Motion carried.
The next meeting is scheduled for April 15, 2021

Regular Board Meeting minutes – February 26, 2021

The Jackson Parish Library Board of Control met on Friday, February 26, 2021, at 4:30 p.m. at the main branch of the Jackson Parish Library for the regular monthly board meeting. The meeting was called to order by Mrs. Massey, Board President. Members present: Mrs. Essmeier, Mrs. Cooper, Mrs. Nunn, and Mrs. Massey. Also present was the Library Director, Mr. Knox,
Assistant Director, Mrs. Robertson, Teresa Carroll, Phyllis Moore, and Architect, Wayne Coco. Absent was Ms. Crawley, Mrs. Standley, and Mr. Chatham.
Mrs. Cooper led the invocation.
There being no public comments, the Board proceeded with the proposed Agenda.
Mrs. Essmeier made the motion to approve the minutes for the January 29, 2020, regular board meeting. Mrs. Cooper seconded. All yes. Motion carried.
Mrs. Nunn made the motion to accept the financial and statistical data. Mrs. Cooper seconded. All yes. Motion carried.
Mrs. Essmeier made the motion to approve the Resolution of Respect made in loving memory of Mrs. Bertha Robinson. Mrs. Nunn seconded. All yes. Motion carried.
The Director presented bids for internet and phone service. TEC was the only company to turn in bids and they gave a couple of options for internet speeds. Mrs. Massey made the motion to approve the bids from TEC for phone service and internet at the fastest option available. Mrs. Nunn seconded. All yes. Motion carried.
Phyllis, Branch Manager at Chatham, gave the board an update on the flooding that occurred during the recent winter storm.
The Director gave an update on financial emancipation. A letter was sent to the Police Jury requesting their support. It was put on the agenda of the Finance Committee. They met, but their attorney was not available for the meeting so it was tabled for a later date.
The Director presented the contract for architecture firm Coco & Co. Mr. Wayne Coco and his staff are proposing to assist Jackson Parish in assessing the needs of both branches of the Library and any potential future branches. Mrs. Nunn made the motion for the Library to enter into a contract with the architecture firm Coco & Co. Mrs. Cooper seconded. All yes. Motion carried.
Mrs. Cooper made the motion to adjourn the meeting. Mrs. Nunn seconded. All yes. Motion carried.

Jackson Parish Police Jury Finance Committee
March 19, 2021

The Finance Committee met Friday, March 19, 2021 at 12:00 PM in The Sunshine Room of the Jackson Parish Police Jury Administrative Building, 160 Industrial Drive, Jonesboro, Louisiana. Members present: Ms. Amy Magee, Mr. John McCarty, and Ms. Tarneshala Cowans. Absent: none. Also in attendance, Mr. Darrell Avery, Assistant D.A and Mr. Jody Stucky, Road Department Superintendent.
The Chairman, Ms. Tarneshala Cowans, called the meeting to order. Mr. McCarty gave the invocation and Ms. Magee led in the recitation of the Pledge of Allegiance.
There were no public comments.
The Chairman invited Enterprise to give a presentation on a cost savings program for fleet leasing.
The Secretary-Treasurer presented the financials to-date and stated they were making final adjustments to the accrued receivables and payable for the upcoming FEMA reimbursements.
The Committee reviewed the letter of request from the Library and Mr. Avery stated that he would research the options for the Police Jury.
The Committee reviewed the recommendations from the Operations Committee for the results from the sales tax proposal.
The date and time for the next Finance Committee was set for Wednesday, April 21st at 12:00 PM.
Motion Mr. McCarty, seconded Ms. Magee to adjourn. Motion carried.
