IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER

Joyce Water System – Failure to Address Deficiency (GWR)
On April 2, 2019, the Louisiana Department of Health and (LDH) performed a detailed inspection and engineering evaluation of our water system called a sanitary survey. During this sanitary survey, they identified one or more significant deficiencies in our system. According to EPA’s Ground Water Rule, we were required to correct the deficiency (or deficiencies) or work with the State to develop a plan to correct the deficiency (or deficiencies). However, we failed to correct the deficiency or contact the State before the established deadline and have therefore violated a requirement of the Ground Water Rule. The violations require notification to the public.
This is not an emergency. If it had been an emergency, you would have been notified within 24 hours. This significant deficiency has the potential to result in lack of proper treatment and oversight of the water system. Inadequately treated or inadequately protected water may contain disease-causing organisms. These organisms can cause symptoms such as diarrhea, nausea, cramps, and associated headaches. While we have not detected any evidence of contamination or other health threats related to our source water, we are still committed to correcting the deficiency to eliminate the threat of contamination.

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

Jackson Parish Police Jury Meeting Minutes
April 19, 2022

The Jackson Parish Police Jury met in regular session on Tuesday, April 19, 2022, at 5:30 PM in the Dr. Charles H. Garrett Community Center, 182 Industrial Drive, Jonesboro, Louisiana. Members Present: Mr. Todd Culpepper, Mr. Lewis Chatham, Ms. Amy Magee, Mr. John McCarty, Ms. Tarneshala Cowans, Ms. Regina Rowe, and Mr. Lynn Treadway. Absent: None. Also present, Mr. Darrell Avery, Assistant D.A.
The President, Mr. Treadway, called the meeting to order. The invocation and pledge were given earlier for the Public Hearing.
The President opened the floor for public comments, none were given.
The President moved to the approval of minutes.
Motion Ms. Rowe, seconded Ms. Cowans to adopt the minutes of the March 15, 2022, Jury Meeting, monthly purchase orders, and the payment of all bills. Motion carried.
The President moved to Committee Reports.

Motion Ms. Magee, seconded Mr. Culpepper to adopt the following minutes from the March 29th Road
Committee meeting. Motion carried.
Road Committee
March 29, 2022
The Road Committee met Tuesday, March 29, 2022, at 5:00 PM in The Nathaniel Zeno Jr. Meeting Room,
Jackson Parish Police Jury Administrative Building, 160 Industrial Drive, Jonesboro, Louisiana. Members
Present: Mr. Lewis Chatham and Ms. Amy Magee. Absent: Mr. Lynn Treadway. Also present: Brad Roller,
Operations Manager and Jody Stuckey, Road Superintendent and Paul Riley, Engineer.
The meeting was called to order by the Chair, Ms. Amy Magee. Ms. Magee gave the invocation and Mr.
Chatham led in the recitation of the Pledge of Allegiance.
There were no public comments.
The Committee called on Mr. Riley to discuss options and plans for the 2022 Road Program. Mr. Riley then asked for permission to advertise for bids for the 2022 Road Program. Motion Mr. Chatham, seconded Ms. Magee to approve the request by Mr. Riley to advertise for bids. Motion carried. The recommendation will be presented at the regular meeting of the Jackson Parish Police Jury in April for a vote.
The committee reviewed the request from the Town of Jonesboro to stripe a portion of Leon Drive owned by the parish. Motion Mr. Chatham to approve the bid from Twin City Striping & Maintenance, seconded Ms. Magee. Motion carried.
The committee reviewed the request from the Hodge Fire District. It has been determined that this is
private property and a letter is to be sent to the Hodge Fire District.
Motion Ms. Magee, seconded Mr. Chatham to adjourn. Motion carried.

Motion Ms. Rowe, seconded Ms. Cowans to adopt the following minutes from the March 31st Project Committee meeting. Motion carried.

March 31, 2022
The Project Committee met Thursday, March 31, 2022, at 12:00 PM in The Nathaniel Zeno Jr. Meeting
Room, Jackson Parish Police Jury Administrative Building, 160 Industrial Drive, Jonesboro, Louisiana.
Members Present: Ms. Rowe, Ms. Cowans, and Mr. Lynn Treadway. Absent: none. Also present: Brad
Roller, Operations Manager.
The meeting was called to order by the Chair, Ms. Rowe. Mr. Treadway gave the invocation and Ms.
Cowans led in the recitation of the Pledge of Allegiance.
There were no public comments.
The Committee reviewed the presented options for Phase I of the courthouse office relocations.
Motion Ms. Cowans, seconded Mr. Treadway to recommend the Jury approve Phase I of courthouse office relocations. Motion carried.
The Committee reviewed the presented options and requests for office spaces available in the courthouse.
Information to be gathered before the next phase is to be proposed.
Motion Ms. Cowans, seconded Mr. Treadway to adjourn. Motion carried.

Discussion of possible grant money for maintenance/relocation initiated by Mr. Culpepper stemming from communication received from the Senator Morris. Motion Ms. Rowe, seconded Mr. Culpepper to proceed with Phase I of the Courthouse office relocations with considerations given to maintenance/relocation funding. Motion carried.

Motion Mr. Culpepper, seconded Ms. Rowe to adopt the following minutes from the April 7th Finance Committee meeting. Motion carried.

April 7, 2022
The Finance Committee met Thursday, April 7, 2022, at 12:00 PM in The Nathaniel Zeno Jr. Meeting Room, Jackson Parish Police Jury Administrative Building, 160 Industrial Drive, Jonesboro, Louisiana. Members Present: Ms. Rowe, Mr. McCarty. Absent Mr. Lynn Treadway. Also present: Brad Roller, Operations Manager.
The meeting was called to order by the Ms. Rowe. Mr. McCarty gave the invocation and Ms. Rowe led in
the recitation of the Pledge of Allegiance.
There were no public comments.
Ms. Rowe made a motion to amend the agenda to include to formally withdraw DR 1603-254. Seconded,
Mr. McCarty. Motion carried.
The Committee reviewed the presented options for employee health benefits. Motion Ms. Rowe to
recommend the Jury accept option one of the grandfathered options. Motion failed for lack of second.
The Committee reviewed the presented options and bids for replacing the rain gutters at the
Administrative Office located at 160 Industrial Dr., Jonesboro, La. 71251. Motion Mr. McCarty to accept
the lowest bid. Seconded, Ms. Rowe. Motion carried.
The Committee reviewed the presented options and bids to prepare, paint, and seal the Community
Center. The decision was made to have Mr. Roller, Operations Manager confirm if the bids will still be
honored as some were over 30 days old.
The Committee discussed formally withdrawing from DR 1603-254, the Hospital Drainage Project. Motion to formally withdraw and de-obligate funds, Mr. McCarty. Seconded Ms. Rowe. Motion carried.
Motion Mr. McCarty, seconded Ms. Rowe to adjourn. Motion carried.

Mr. Brad Roller, Operations Manager, gave the March 2022 Operations Report and the March 2022 Maintenance Report.
Mr. Jody Stuckey, Road Superintendent, presented the March 2022 Road report noting that $3,997.47 had been spent on emergency call-outs/off-schedule work.
Motion Mr. Culpepper, seconded Mr. Chatham to accept the March 2022 emergency/off-schedule reports. Motion carried.
Mr. Robin Session, Solid Waste Superintendent, presented the March 2022 Solid Waste report.

The President moved on to Other Business.
Mr. Paul Riley, Riley Company of Louisiana, Inc. gave the March 2022 Engineering Report. He asked that the Jury give him permission to advertise for bids for the 2022 Road Program
Motion Ms. Magee, seconded Mr. Culpepper to allow The Riley Co. of Louisiana to advertise for bids for the 2022 Road Program. Motion carried.
Motion Mr. Culpepper, seconded Ms. Rowe to keep Aberdon Road under parish maintenance. Motion carried with Ms. Magee voting Nay.
Motion Mr. Chatham, seconded Ms. Magee to remove Annie Tatum Road from the parish road system. Motion carried.
Motion Ms. Magee to remove Bolds Road from the parish road system. Motion died for lack of second.
Bryant Road: discussion among jurors about the timing of letter received by landowners and how the road services the public at large. Motion Ms. Magee to adjust parish maintenance end point to stop at 183 Bryant Road, seconded Mr. Chatham.

Mr. Stuckey stated there is potential for funding from the La. DOTD to replace the bridge on Flat Creek Road. Motion Ms. Magee to keep Flat Creek Road in the parish maintenance system due to the DOTD funding, seconded Mr. McCarty. Motion carried.
Motion Ms. Magee, seconded Mr. Chatham to remove Flowers Road from the parish road system. Motion carried.
Motion Mr. Culpepper, seconded Mr. Chatham to table the removal of Henderson Road from the parish road system. Motion carried.
