POSITION: Superintendent
DEPARTMENT: Jackson Parish Road Department
Description:
The Road Department Superintendent position directs the daily operations of the Jackson Parish Road Department. Responsibilities include planning, organizing, and directing, through subordinate supervisors, the work of a staff of maintenance personnel engaged in a wide variety of road maintenance and road repair activities. The work includes: developing work plans and cost estimates along with assigning, supervising, and inspecting the work of crews engaged in activities including maintenance of drainage areas and structures, paved roads, and gravel roads. The work also includes responsibility for maintenance and care of all equipment. This position performs other work as required. Administrative direction is under the Operations Manager.
Minimum Qualifications:
• Must be 18 years of age.
• High school diploma, or equivalent, required.
• Class E Driver’s License required, Class A Commercial CDL preferred.
• Four (4) year Bachelor’s degree in Management, Public Administration, or a related field or a minimum of five (5) years of progressively responsible administrative or managerial experience, preferably in the public works area specializing in road, highway, bridge and general construction and construction maintenance work.

Members Present: Mr. Joynor, Mr. Ponder, Mr. Barlow, Mr. Hightower

Agenda Item Number:
1. Mr. Hightower called the meeting to order.
2. Mr. Hightower gave the opening prayer.
3. No public comments.
4. Motion by Mr. Barlow, seconded by Mr. Ponder to approve March 16, 2023, meeting minutes. Motion Carried.
5. Old business: (a) No update on adding JPWD to JPPJ permit checklist. (b) still waiting on Ebeneezer Pier Plans to be approved by state fire marshal. (c) MLF frames were built and installed around the area. (d) La Striping will be onsite April 23rd to do spillway parking lot. (e) Spillway parking lot and ramp closure April 24-28 for MLF tournament as planned.
6. Motion by Mr. Barlow, seconded by Mr. to approve financial statement and pay invoices for March 2023. Motion Carried.
7. Motion by Mr. Ponder, seconded by Mr. Barlow to approve building permits for: Glen Bennett, Steve Tippen, Jason Thornhill. Mike Nichols permit was approved pending ownership of section of land. Must show proof of ownership prior to construction starting.
8. Motion by Mr. Ponder, seconded by Mr. Barlow to restripe Ebenezer parking lot and bumpers painted not to exceed $3400.00. Motion Carried.
9. Motion by Mr. Barlow, seconded by Mr. Ponder to clean and water seal handicap pier at the spillway and if feasible the boat pier at spillway launch and Ebeneezer launch pier. Motion Carried.
10. Motion by Mr. Barlow, seconded by Mr. Joynor to approve request from Caney Lake Community Foundation to have fireworks at the spillway parking lot on July 1, 2023 for the public. And allow CLCF to use parking lot for gumbo cookoff on May 6, 2023. Motion Carried.
