Rachel Shively for Jackson Parish Clerk of Court

Understanding the role of Clerk of Court is the foundation of being an effective leader in that position. You cannot lead what you do not understand. And you cannot serve the public effectively without fully understanding the responsibility that comes with it.

The Clerk of Court is not an administrative title—it is a public office that keeps the entire court system functioning. It involves managing legal records, overseeing filings, maintaining accuracy in conveyances and mortgages, ensuring proper courtroom documentation and processes, and serving the public with fairness and efficiency.

If someone tells you “you can learn it on the job,” they are underestimating how complex and high-stakes this role really is. The Clerk of Court is not a figurehead—it is a technical, legal, and leadership position all in one.

A good Clerk of Court must understand that this role directly impacts justice, property rights, and public trust. There is no room for guesswork. Every document matters. Every filing matters. Every process matters.

Strong leadership in this office means respecting the court process and ensuring that staff are trained, competent, and consistent in how they serve the public. It also means making sure the office runs with transparency, accuracy, and accountability at all times.

Leadership is not just about stepping up—anyone can do that. It is about knowing what you are stepping into. It takes knowledge, preparation, and real experience to guide others in the right direction.

Leadership is not a title—it is responsibility, knowledge, and accountability in action. If you do not understand the system, the work, or the people you serve, then you are not leading—you are just occupying space.

A great Clerk of Court is not defined by a title—but by KNOWLEDGE of the role, EXPERIENCE in the role, RESPECT for the judicial system, and COMMITMENT to doing the job right every single day.

I have 10 years of experience working in the Clerk’s Office and 24 years of experience as a legal assistant.

The simple facts are this:
I understand the role and responsibility of the Clerk of Court.
I do not need to be trained to perform this role.
I have the maturity to perform this role well.
I have the utmost respect for the court system and the citizens of this parish and understand why that is so important.

I am proud to stand on my prior work experience and have been transparent with the citizens of Jackson Parish about my work history from the beginning. People know I have not just worked at random jobs. I have spent the past 34 years preparing for this role, and I am confident I can continue to effectively serve you as your Clerk of Court.

Bottom line: if you do not understand what you are leading, you cannot properly lead it—no matter the title.

If you are going to lead, know the job. Know the responsibility. And be ready to carry it.

Jackson Parish deserves a Clerk of Court who not only understands the role and responsibility but can also be the leader this parish needs. I am ready on day one.

Vote #52 RACHEL SHIVELY on May 16th to continue leading your Clerk’s Office.
